Financing Africa's Climate Agenda

At this year’s United Nations Climate Change Conference (COP27), taking place from 6 to 18 November in Sharm-el-Sheikh, the Egyptian COP Presidency aims to focus on the implementation of existing programmes. Accordingly, the topic of climate financing occupies central stage, as there has been a wide gap between pledges and implementation for years. Of the US$ 100 billion pledged annually by the industrialised nations to support low-emitting countries, only US$ 83 billion flowed in 2020.

African countries are already bearing the brunt of the consequences of climate change, despite contributing little to creating it. The funding gap, especially in the area of adaptation to climate change, is therefore one of the greatest challenges and one of the most important concerns of African countries.

How can climate finance be successfully delivered to African countries? What are African expectations of the climate conference and what are the needs of African states concerning the mechanisms and architecture of current climate financing? What contribution can and should Germany make to towards closing the financing gap, especially in regard to climate adaptation?

These and other questions were the focus of the discussion to which Dr Karamba Diaby MP cordially invited you in cooperation with the German Africa Foundation and the Africa Policy Research Institute (APRI). To set the stage, APRI presented results from a new flagship report titled “Climate Finance in Sub-Saharan Africa: Needs, Challenges and Opportunities”.
